The country has consistently backed Hamas politically, diplomatically, and financially, while categorically condemning Israeli self-defense measures against the group and its rocket attacks. Russia repeatedly has called on Israel to halt its military operations against Hamas, insisting that Israel is an “occupying power” that does not have the right to self-defense. Moreover, Moscow has blamed the conflict on Israel and has urged it to end its so-called “occupation” of the Palestinian territories.
