The 30-second spot features an audio clip of Biden describing how he “should have been the Democratic nominee” in 2008, with a voiceover rebuking, “If Joe Biden had been the nominee, we wouldn’t have a Democratic president today.” The ads come as part of a larger effort to promote Phillips’ bid to unseat President Donald Trump in 2020.
