Circle Obtains Conditional Registration in France, Names Operations Leader

Circle Internet Financial, Inc. (“Circle”), a global fintech company focused on transforming online payments and money around the world, today announced it has achieved Conditional Registration status with the Autorité des Marchés Financiers (AMF), the regulatory body for financial services in France.

Circle will continue working with the AMF in the coming weeks and months to pursue a full authorization to serve as a crypto-asset service provider in France. Conditional Registration enables Circle to begin providing services to customers in France. As part of Conditional Registration, Circle has appointed a France Operations Leader, Liana Douillet Guzmán, a French financial services and payments industry veteran with over 20 years of experience, including leadership positions in international banking, retail payments, merchant services, and digital.

In her new role, Liana will work alongside Circle’s legal, compliance and risk teams to ensure services in France are conducted in accordance with local regulatory requirements. She will also focus on helping introduce Circle’s suite of products and services to customers in France.

Liana joins Circle from Crédit Agricole, where she held the position of Digital Offer Manager and was responsible for customer experience and the development of digital solutions. Prior to that, she held roles at PayPal, Visa Europe, Barclays and more.

Circle also recently announced that Circle Invest, its digital token investing app, is now available for users in France. Circle Invest users in France can invest in and track the market prices of nine digital tokens including Bitcoin, Ethereum, Bitcoin Cash and Litecoin.
